Comments: "The panel will select semi-finalists based on the preliminary artist statements and digital images.... The selected semi-finalists are required to attend a Pre-Proposal meeting and will be asked to prepare a detailed to present to the Selection Panel. A design stipend will be awarded to each semi-finalist or design team.... Artwork will be selected on the basis of artistic merit, technical proficiency, and relationship to the site. Long-term maintenance, durability, and public safety concerns will be major selection criteria."
